If Congress is unable to pass all appropriation bills prior to September 30, it may result in a Government shutdown. If a shutdown should occur, we currently anticipate the following impacts:
- Proposal submission systems are expected to remain available during the shutdown but helpdesk functions for some systems may not be available. For proposal submission deadlines occurring during a shut down, in many cases, the deadline will remain as currently scheduled. Nonetheless, it is possible that individual deadlines may be extended so watch for announcements from agencies to see if an extension has been posted. Peer reviews and study sections are not expected to occur during a shutdown.
- In most cases, active federal awards at IU will not be impacted though new awards will likely not be issued by agencies until operations resume after the shutdown. In addition, no cost extensions and prior approval requests will likely not be acted upon during a shutdown.
- For federal contracts, work should continue unless a stop work order is issued by the federal agency. If such a stop work order is issued, employees cannot be paid utilizing federal contract funds until the stop work order is removed. If you receive a stop work order, please forward it to iuaward@iu.edu.
- For federal cooperative agreements, work should continue unless notified by the funding agency that work should halt due to the unavailability of federal personnel. If you should receive such a notice, please forward it to iuaward@iu.edu.
- Due dates for financial and progress reports on existing awards are expected to be unchanged by a shutdown.
